In der Dokumentation zu POSIX steht denn auch "[...] But even then, the results of some of the conversion specifiers are non-portable. For example, the specifiers "aAbBcpZ" change according to the locale settings of the user, and both how to set locales (the locale names) and what output to expect are non-standard. [...]".Und meine Systemmanpage zu strftime sagt "[...] %p is replaced by national representation of either "ante meridiem" or "post meridiem" as appropriate. [...]", was für mich heißt, dass da immer etwas herauskommt. When C++ is your hammer, every problem looks like your thumb.
