Mein root nat folgende Pfade in @INC:
root@s1212 ~ # perl -E "say for @INC"
/etc/perl
/usr/local/lib/x86_64-linux-gnu/perl/5.20.2
/usr/local/share/perl/5.20.2
/usr/lib/x86_64-linux-gnu/perl5/5.20
/usr/share/perl5
/usr/lib/x86_64-linux-gnu/perl/5.20
/usr/share/perl/5.20
/usr/local/lib/site_perl
.


Und es installiert nicht nach ~/perl5/

Was steht denn bei dir wenn du in cpan nachsiehst?
cpan> o conf mbuildpl_arg
cpan> o conf makepl_arg
