Es liegt wohl an Module::Load::Conditional was wohl grundsätzlich gebraucht wird.
Folge ich dem Rat hier zur Installation von DBD:mysql , komme ich schon deutlich weiter...

C:\STRAWB~1\perl\site\bin
im Path ist....
